25%Job Shift Days Description JOB PURPOSE:
Reporting to the Senior Director of Emergency Services, the Deputy
Senior Director of Emergency Services will be responsible for the
planning of direct disaster responses for crisis management
activities, prepares emergency plans and procedure for natural
disasters and other emergency scenarios. Collaborate with other
organizational leaders to anticipate potential risks, assess
probabilities, and develop plans to respond effectively. The Deputy
Senior Director must always maintain positive relationships with
Endeavors partners. This position is responsible for identifying,
vetting, and securing new partnerships to expand effective and
efficient service delivery.
Qualifications ESSENTIAL JOB RESPONSIBILITIES:
Sets goals and evaluates results to ensure that program objectives
and requirements are in line with the contract agreement.
Partner with all levels of government and private organizations for
mitigation, preparedness, and response needs.
Together with organizational and departmental leadership, work to
leverage strategic relationships with service partners and other
stakeholders to strengthen the network and grow Endeavors' impact.
Provides strategic thinking as it relates to Endeavors future
expansions in new jurisdictional areas.
Builds and deepens relationships with partners (existing and new)
to ensure engagement in future program expansions.
Participates in developing and managing complex program budgets.
Creates reimbursement procedures and monitors program spending.
Leads staff in meeting the program contract obligations' objectives
in a manner that respects and encourages their individual skills
and educates them regarding the tasks and skills required to meet
objectives.
Ensure work plan development, adherence to internal operating
policy and procedures, and compliance with contractor
obligations.
Develops, updates and promotes the use of key educational and
technical assistance resources; participates in developing program
policies and procedures.
Participates in developing funding reports and proposal
submission.
Ability to complete and understand an Operational IAP
Develop ICS structure for current and future operations for
Emergency Services
Develop plans, procedures and protocol for all-hazards incident
management and incident-specific response in accordance with
contracts.
Maintain knowledge and situational awareness of current
developments in emergency management and facilitate intelligence
and information sharing across the division and/or agency as
appropriate using MNS.
Monitor and inform division and agency leadership of activities of
changes that could affect the likelihood of an emergency (national
and international) as well as those that could affect response
efforts and details of contract activation and/or plan
implementation.
Develop division and agency emergency operations plans, standard
operating procedures and concept of operations.
Other duties as assigned.
EDUCATION: Bachelor's degree required. Strong preference in
Emergency Management, Public Safety, Public Administration or a
closely related field.
EXPERIENCE: At least 15 years of experience in the field of
Emergency Management. At least 5 years' experience in procuring and
managing state and federal contracts. Experience managing budgets
of over $5 million. Demonstrated success developing and evaluating
program models, and experience successfully operating innovative
programs.
Strong Knowledge of federal, state, and local all-hazards emergency
management agencies. Leadership experience during a real-world
disaster response. Strength in managing, developing, coaching, and
retaining individuals and teams. Demonstrated results in managing
complex systems and proven experience negotiating win-win
agreements. Personal qualities of integrity, credibility, and a
commitment to and passion for Endeavor's mission.
ATTENDANCE: Must maintain regular and acceptable attendance at such
level as is determined in the employer's sole discretion.
LICENSES: Driver's License with clear record.
VEHICLE: Must have daily use of a vehicle without prior notice.
OTHER: Must be available and willing to travel to various locations
and with such frequency as the business need dictates.
